Based on marine innovation data, this report establishes the national marine innovation index system to objectively analyze the current status and development trends of China’s marine innovation and quantitatively assess national and regional marine innovation capabilities. In addition, it discusses the measurement and calculation methods of marine total factor productivity and looks ahead to marine innovation capabilities of China. Finally, this report makes a comparative analysis of global marine innovation capabilities.
